Purpose

(1) This transmits revised IRM 2.4.45, IDRS Terminal Input, Command Code NRP97.

Program Scope and Objectives

(1) Overview : This IRM provides a resource guide on how to use IDRS program NRP97 to modify the NRPS Local Control Database

(2) Purpose : This IRM contains the resource guide for using IDRS command code NRP97 to modify the NRPS Local Control Database

(3) Audience : LB&I, SB/SE, TE/GE, W&I.

(4) Policy Owner : The Chief Information Officer (CIO) is responsible for overseeing all aspects of our systems that operate the nation’s tax infrastructure.

(5) Program Owner : Account Services, which is under the Director, Customer Service.

(6) Primary Stakeholders : Wage & Investment (W&I), Large Business and International (LB&I), Small Business Self-Employed (SB/SE), Tax Exempt and Government Entities (TE/GE), and Enterprise Operations (EOPS)

(7) Program Goals : This IRM provides the fundamental knowledge and procedural guidance for employees who work Notice Review on IDRS. By following the processes and procedures provided by this IRM, employees will be able to process NRPS requests in a manner that follows IRS policy and procedures while promoting the best interests of the Government.

Overview of Command Code NRP97

(1) Use NRPS command codes to modify the NRPS Local Control Data Base which consists of ten NRPS record types:

  • NRPS-TIN-REC

  • NRPS-DLN-REC

  • NRPS-TPNC-REC

  • NRPS-MFT-TAXPRD-REC

  • NRPS-CPNUM-REC

  • NRPS-BAL-DUE-REC

  • NRPS-LG-CORP-REC

  • NRPS-ADJ-REC

  • NRPS-MISC-REC

  • NRPS-EMPLOYMENT-CD-REC.

(2) Each record type may be updated by command code NRP97 with a unique command code definer. These command code literals appear on the BASIC OPTIONS menu screen generated by command code NRP97.

  • T definer used for SSN/EIN option

  • D for DLN

  • N for TPNC

  • M for MFT/TAXPRD

  • C for CP NUMBER

  • B for BALANCE DUE AMOUNT

  • L for LARGE CORPORATION

  • A for ADJ REASON CODE

  • I for MISCELLANEOUS IMF/BMF

  • E for EMPLOYMENT CODE

(3) Besides the updating options (display, change, add, delete) there are two options provided on the command code screens. The "OPTION-MENU " is used to display the Basic Options menu screen on which the user may select another option to continue updating another NRPS record type. The "EXIT TAP" option is used to clear the entire screen and continue to input another command code if desired, or to sign off the IDRS terminal.

(4) Restrictions: Do not run NRPS command codes to update records in between the weekly runs NRP98 and NRP99. However, you can use them for research during this period. If any records have been updated in between these two runs, those updated records will not appear on the NRPS Data Base after NRP99 run. This restriction will ensure continuity in the data base throughout the weekend NRPS runs.

Command Code NRP97

(1) Command code NRP97 is the required first command code for updating the NRPS Local Control Data Base.

(2) Terminal Input/Output: See Exhibit 2.4.45-1.

(3) Valid Response: The BASIC OPTIONS menu screen is generated. See Exhibit 2.4.45-2.

Generated BASIC OPTIONS Menu Screen

(1) Use this generated screen to select an appropriate option for updating a particular NRPS record type.

(2) Terminal Input/Output: See Exhibit 2.4.45-2.

(3) Valid Response: One of the following command code input screens is generated: NRP97T, NRP97D, NRP97N, NRP97C, NRP97B, NRP97A, NRP97M, NRP97L, NRP97I and NRP97E.

Command Code NRP97T

(1) Use this command code to update the NRPS TIN records on the NRPS Local Control Data Base.

(2) Prerequisite command code-NRP97.

(3) Terminal Input/Output: See Exhibit 2.4.45-3.

(4) Terminal Responses are displayed one at a time on line 24 of the command code NRP97T screen. See IRM 2.4.45.4.1, Terminal Responses for CC NRP97T.

(1) Invalid Response Error Messages

  1. IMF/BMF REQUEST NOT "I" OR "B" — Record Indicator must be "I" for IMF or " B" for BMF. Correct and re-enter.

  2. RETURN CHARGE OUT MUST BE "Y" OR "N " — Self explanatory. Correct and re-enter.

  3. ENTER ONLY SSN OR EIN— Both SSN or EIN were input. Enter either SSN or EIN.

  4. EIN ENTERED, IMF/BMF REQUEST NOT "B" — Change the Record Indicator to "I" and re-enter.

  5. IMF/BMF REQUEST IS "I", ENTER SSN ONLY — Both SSN and EIN were input. Must enter SSN only and re-enter.

  6. INVALID MFT-RE-ENTER— MFT input is not numeric or is 00 or 30. Correct and re-enter.

  7. TIN IS NOT NUMERIC— Self explanatory. Correct and re-enter.

  8. MFT/TAX PERIOD ARE BMF OPTIONS ONLY — MFT/TAX PERIOD are invalid options for IMF. Correct and re-enter.

  9. INVALID TAX PERIOD ENTERED— Tax period must be numeric and YEAR must be 1962 and MONTH must be 01–12. Correct and re-enter.

  10. VALID KEYS ARE 85, 86, 87, 88, 89, 90 OR 99—Substitute key input is not one of the above keys. Correct and re-enter.

  11. RETENTION INDICATOR NOT "Y" OR "N" — Self explanatory. Correct and re-enter.

  12. PRIORITY INDICATOR NOT "Y" OR "N" — Self explanatory. Correct and re-enter.

  13. PRIORITY IS BMF OPTION ONLY — Priority Indicator must not be set to "Y" for IMF. Correct and re-enter.

  14. PACKAGE INDICATOR NOT "Y" OR "N" — Self explanatory. Correct and re-enter.

(2) General Error Messages.

  1. ACTION INDICATOR NOT "X" — Self explanatory. Correct and re-enter.

  2. SELECT ONLY ONE ACTION — More than one action field entered. Correct and re-enter.

  3. ENTER "X" IN APPROPRIATE ACTION FIELD — No action entered. Correct and re-enter.

  4. PLEASE INPUT CC NRP97 AS A PREREQUISITE — CC NRP97 must precede NRP97T, NRP97D, NRP97N, NRP97C, NRP97M, NRP97L, NRP97B, NRP97A or NRP97I.

  5. NOT IN PRODUCTION MODE-NOTHING UPDATED— To update the NRPS Data Base, user must sign on the IDRS terminal with an "P" for production mode.

  6. RECORD ALREADY EXISTS — Unable to add or delete since the record is already on the NRPS Data Base. Use the "CHANGE" field to change the record.

  7. RECORD NOT FOUND — Unable to display or change since the record doesn't exist on the NRPS Data Base. Use the "ADD" field to add the record.

  8. NRPS DATA BASE AREA NOT AVAILABLE — The NRPS area is down at the moment. Re-input when it is up.

  9. NRPS INPUT/OUTPUT ERROR REENTER — Error returned when the NRPS area is accessed. Notify CSA.

(3) Warning Messages

  1. RECORD ADDED-MAX IMF TINS EXCEEDED . nnnnn RECORDS — The IMF record was successfully added to the data base. "nnnnn" indicates that the total of IMF TINs is exceeding the limit of 15,000 records.

  2. RECORD ADDED-MAX BMF TINS EXCEEDED . nnnnn RECORDS — The BMF record was successfully added to the data base. "nnnnn" indicates that the total of BMF TINs is exceeding the limit of 2,000 records.

(4) Request Completed Messages.

  1. RECORD ADDED-TOTAL IMF TINS: nnnnn RECORDS — The IMF record was successfully added to the data base. "nnnnn" is a number of IMF TIN records on the NRPS data base.

  2. RECORD ADDED-TOTAL BMF TINS: nnnnn RECORDS — The BMF record was successfully added to the data base. "nnnnn" is a number of BMF TIN records on the NRPS data base.

  3. RECORD CHANGED — The record was successfully changed on the NRPS data base.

Command Code NRP97D

(1) Use this command code to update the NRPS DLN records on the NRPS Local Control Data Base.

  3. RECORD ADDED-MAX IMF PARTIAL DLNS EXCEEDED. nnnnn RECORDS — The IMF PARTIAL DLN record was successfully added to the data base. " nnnnn" indicates that the total of IMF PARTIAL DLNs is exceeding the limit of 200 records.

  4. RECORD ADDED-MAX BMF PARTIAL DLNS EXCEEDED. nnnnn RECORDS — The BMF PARTIAL DLN record was successfully added to the data base. " nnnnn" indicates that the total of BMF PARTIAL DLNs is exceeding the limit of 100 records.

(1) Use this command code to update the NRPS TPNC and TPNC GROUP records on the NRPS Local Control Data Base.

(4) Terminal Responses are displayed one at a time on line 24 of the command code NRP97N screen. See IRM 2.4.45.6.1, Terminal Responses for CC NRP97N.

(1) Invalid Response Error Messages.

  1. ENTER ONLY TPNC OR TPNC GROUP — Both fields were input, enter either TPNC or TPNC GROUP and re-enter.

  2. MUST ENTER TPNC OR TPNC GROUP — Both fields left blank, enter either TPNC or TPNC GROUP and re-enter.

  3. TPNC MUST BE NUMERIC — Self explanatory. Correct and re-enter.

  4. PRIORITY "Y"-100% MUST BE SELECTED — Priority field was set to "Y" and Percentage selected was not 100%. Correct and re-enter.

  5. PRIORITY "Y" FOR TPNC ONLY — Priority "Y" is not a valid option for TPNC GROUP. Correct and re-enter.

  6. PRIORITY INDICATOR NOT "Y" OR "N" — Self explanatory. Correct and re-enter.

(1) Invalid Response Error Messages.

  1. IMF/BMF REQUEST NOT "I" OR "B" — Record Indicator must be "I" for IMF or " B" for BMF. Correct and re-enter.

  2. RETURN CHARGE OUT MUST BE "Y" OR "N " — self explanatory. Correct and re-enter.

  3. CP NUMBER MUST BE ENTERED — CP Number was not input. Correct and re-enter.

  10. MFT IS REQUIRED FOR BMF MATH-ER-CD — Enter BMF MFT for selected Math Error Code and re-enter.

  11. MFT IS BMF OPTION ONLY — Self explanatory. Correct and re-enter.

  12. INVALID MATH ERROR CODE — Math Error Code input is not numeric. Correct and re-enter.

  13. MATH-ER-CD IS VALID FOR CP NUM & MFT ONLY — Self explanatory. Correct and re-enter.

  14. MATH ERROR CODE IS BMF OPTION ONLY — Self explanatory. Correct and re-enter.

  15. INVALID FREEZE CODE — The left or right hand position of Freeze Code is not an alpha character (A-Z), a hyphen (-), an underline character ( _) or a blank. It must have an alpha letter followed or preceded by one of these characters: hypen (-), underline (_), blank—e.g. A-, A A[slashb] ....

  16. Note: a blank and underline character will be automatically changed to a hypen.

  17. FREEZE-CD IS BMF OPTION ONLY — Self explanatory. Correct and re-enter.

  18. FREEZE-CD IS VALID FOR CP NUMBER ONLY — Self explanatory. Correct and re-enter.
