Program Scope and Objectives
(1) Overview:This IRM provides information on CFOL command codes DM1DT and DTVUE. Details below.
(2) Purpose:These sections provide instructions for accessing and modifying entity information though the Data Master–1 (DM1) information in Martinsburg, WV.
(3) Audience:Wage and Investment (W&I), Small Business/Self Employed (SB/SE), Tax Exempt and Government Entity (TE/GE), Taxpayer Advocate Service (TAS), Criminal Investigation (CI), Appeals, as well as other IRS organizations profiled for these restricted IDRS command codes.
(4) Policy Owner:Director, Corporate Data Domain(CP)
(5) Program Owner:Modernization and Information Technology (MITS)
(6) Primary Stakeholders: Wage and Investment (W&I), Small Business/Self Employed (SB/SE), Tax Exempt and Government Entity (TE/GE), and Enterprise Operations (EOPS).
(7) Program Goals: These are the instructions for using the CFOL/IDRS command codes DM1DT and DTVUE.
Background
(1) DM1 Date Processing Overview: Two services are provided for Date Processing by separate IDRS Command Codes.
DM1DT allows the user to change the date of birth, or date of death, on the Data Master (DM1) file for a particular Social Security Number (SSN), Individual Taxpayer Identification Number (ITIN), or Adoption Taxpayer Identification Number (ATIN).
DTVUE allows the user to view DM1 date data for a particular SSN/ITIN/ATIN.

Command Code DTVUE Overview
(1) Some of the features of the DTVUE command code and the DM1 file are:
This command code displays date of birth (DOB) and date of death (DOD) information from the DM1 file.
All DM1 records contain a date of birth from the Social Security Administration.
DM1 records may also contain an IRS date of birth previously input via command code DM1DT. Whenever an IRS date of birth is present, it is the one used for all processing decisions.
Some DM1 records contain a date of death from the Social Security Administration.
DM1 records may also contain an IRS date of death. Whenever an IRS date of death is present, it is the one used for all processing decisions.
Command Code DTVUE Requirements
(1) Command Code DTVUE has several requirements:
The name control must be input to ensure the SSN-ITIN-ATIN was correctly entered.
The SSN/ITIN/ATIN requested must find a matching record on the DM1.
Command Code DM1DT Overview
(1) Here is an overview of the command code DM1DT:
The command code creates an update record, which will be applied to the DM1 during weekly processing.
The user may add, change, or delete an IRS date (either DOB or DOD).
If the DM1 is not available, the exact message issued will be "DM1 FILE NOT AVAILABLE". Any other message indicating failure of the command code will represent a failure of the telecommunications or systems support and should NOTbe reported as a DM1 problem.
A successful execution will be confirmed with a message "REQUEST COMPLETED".
Command Code DM1DT Requirements
(1) The IDRS Command Code DM1DT has several requirements:
An Action Code, a Birth/Death Indicator, a new IRS date (except for delete records), and a name control must be input.
If the Action Code is D (delete), then the new IRS date must be '00000000'. Otherwise, the message NAME CONTROL MISMATCH will be returned.
The SSN/ITIN/ATIN must be within the range for TINs.
The Action Code must be A (add date), C (change date), or D (delete date).
The Birth/Death Indicator must be B (birth) or D (death).
The new IRS date must be a valid date.
The new IRS date must be before the current date.
A delete record must not contain a new IRS date.
The SSN must find a match on the DM1 file.
The input Name Control must match one of the name controls on the DM1 file.
If the Action Code is A (add) and the Birth/Death Indicator is B (birth), then the DM1 must not already contain an IRS Date of Birth. Similarly, if the Birth/Death Indicator is D, the DM1 must not already contain an IRS Date of Death.
If the Action Code is C (change) or D (delete) and the Birth/Death Indicator is B (birth), then the DM1 must already contain an IRS Date of Birth. Similarly, if the Birth/Death Indicator is D, the DM1 must already contain an IRS Date of Death.
If the Action Code is A (add) and the Birth/Death Indicator is B (birth), then the new IRS Date of Birth must differ from the existing SSA Date of Birth. Similarly, an added IRS Date of Death must differ from any existing SSA Date of Death.
If the Action Code is C (change) and the Birth/Death Indicator is B (birth), then the new IRS Date of Birth must differ from the existing IRS Date of Birth. Similarly, an added IRS Date of Death must differ from the existing IRS Date of Death.
Only one action per SSN per week is permitted.
