Tax Analysts Announces Person of the Year Features for 2015

December 10, 2015

FALLS CHURCH, Va. – A young whistleblower, a litigant on constitutional issues in state taxation, and a Treasury deputy assistant secretary have something in common -- they were all recognized by Tax Analysts for their influence on tax policy in 2015.

Tax Analysts today announced its 2015 Person of the Year features for State Tax Notes, Tax Notes International, and Tax Notes. The magazines annually recognize an individual or organization that had the most influence on state, international, and federal tax policy and practice for their Person of the Year features.

  • The State Tax Notes Person of the Year for 2015 is Amy Silverstein of the San Francisco office of Silverstein & Pomerantz LLP, for her exceptional litigation work on constitutional issues in state taxation. Silverstein is known as a champion of taxpayer rights and has presented arguments on behalf of taxpayers in many critical Multistate Tax Compact litigation cases, as well as constitutional arguments in Harley-Davidson Inc. v. Franchise Tax Board. She is a wife and mother of three children who works hard to balance having a successful career with raising her family. Silverstein’s feature will be published in the December 14, 2015, issue of State Tax Notes.

  • As its 2015 Person of the Year, Tax Notes International recognizes Antoine Deltour, the whistleblower behind the disclosure of many of the LuxLeaks documents. Deltour was barely two years into his career at PwC LLC when he revealed that Luxembourg had been collaborating for years with the biggest corporations in the world and the professional services industry to siphon off tax revenues from the rest of the European Union. Deltour’s feature will be published in the December 21, 2015, issue of Tax Notes International.

  • Tax Notes selected Robert Stack as its 2015 Person of the Year. Stack, deputy assistant secretary (international affairs) for the U.S. Treasury and lead U.S. delegate to the OECD's Committee on Fiscal Affairs, is recognized for representing the U.S. and its interests during the base erosion and profit-shifting project negotiations. He is praised for his role in defending the U.S. in the multiyear BEPS process, the culmination of which saw several key victories for the United States. Stack’s feature will be published in the January 4, 2016, issue of Tax Notes.
