SECTION 1. PURPOSE.

The purpose of this Revenue Procedure is to outline (1) the method of selecting the symbol and number assigned to a bottler by the Assistant Regional Commissioner, Alcohol and Tobacco Tax, for permanent marking, in representation of the bottler's name, on liquor bottles, and (2) the procedure to be followed by the bottler in furnishing the bottle manufacturer with authority for manufacturing liquor bottles so marked.

SEC. 2. BACKGROUND.

Section 175.34 of the Container Regulations provides, in part, that liquor bottles shall, with certain exceptions, have permanently marked thereon a symbol and number representing the name of the domestic bottler. A bottler, other than a State, is required, under the provisions of section 1.21 of the regulations relating to the Basic Permit Requirements under the Federal Alcohol Administration Act, to obtain a basic permit. The Assistant Regional Commissioner, Alcohol and Tobacco Tax, assigns to such basic permit symbols and serial numbers which identify the particular permit. Since the permittee's name can be ascertained from the basic permit, the permit symbol and number is a convenient representation of the bottler's name.

SEC. 3. SYMBOLS AND NUMBERS TO BE ASSIGNED.

The assignment of a symbol and number to a bottler's basic permit shall constitute the assignment by the Assistant Regional Commissioner, Alcohol and Tobacco Tax, of that symbol and number, for the purpose of representing the name of the domestic bottler to be permanently marked on liquor bottles; however, these provisions do not require a change in any symbol and number assigned for such purpose by the Assistant Regional Commissioner, Alcohol and Tobacco Tax, prior to the publication of this Revenue Procedure, nor does this Revenue Procedure limit in any respect the provisions of section 175.60 of the Container Regulations.

SEC. 4. BOTTLERS TO FURNISH COPLIES OF AUTHORITY.

Each bottler, at or before the time he places with a domestic manufacturer of liquor bottles his first order for bottles which are to be marked with the assigned symbol and number, will furnish the manufacturer with either a certified or a photostatic copy of the bottler's basic permit, which copy will constitute the bottle manufacturer's authority for manufacturing liquor bottles marked with the designated symbol and number.
